Imperiex has drill markers that can be placed on the board.
I'm wondering how these "are placed" (edit 1).
"At the end of your turn as a free action you may place each of these markers into a square adjacent to its current square"
Do they need to obey rules of elevation?
Can A drill token:
1.) be placed from elevation 1 to elevation 3 so long as 1 & 3 are next to each other
2.) be placed in blocking terrain, water terrain or hindering terrain?
I don't see why not, but I'm curious if they need to obey rules of movement and elevation if they're being placed.

Squares on different elevations are not adjacent. Nothing in this effect changes that.

Blocking terrain no. The Rule of Occupancy says (paraphrased) that only debris markers can go in blocking terrain. The other two, sure. Nothing in the effect states that the squares have to be clear.

A better question is why *WOULDN'T* they follow normal movement rules? What part of the stated effect would allow them to break such rules? And no part of the effect allows them to do so; they must follow the normal rules.

Place versus move has no real bearing here. You are still looking for an adjacent square. And squares on different elevations are not adjacent to each other.
