Okay everybody, I have tried reading through rules forums posts on this topic and I am still confused. My questions revolve around this rule:
"A character may not activate the same game effect twice in one turn with free actions, unless the game effect indicates otherwise." p.9 of rulebook.
I will use Grace as an example because this is a situation I really was facing in a game. I also had the Outsiders ATA.
At the beginning of a turn, I made the outsiders ATA roll so Grace received a close combat attack as a free action. Then I wanted to have her charge and attack, but I'm not sure I can. Can I call the attack at the end of charge a close combat action so it is different than the free action to make a close combat attack? Or am I using a free action to make a close combat attack twice and that is not permitted?
I assume that even after using the ATA I could make a full move and attack against a higher point character, since Grace's trait does not require a free action. I also assume that if she had charge on a click with quake that I could charge and quake after using the ATA attack. I just don't think I can charge and do a normal close combat attack with the free action. Is this right?
Is multi attack different, though, since it specifically says they can be given any two actions as free actions? Also isn't colossus different since he has a game effect that says he can charge twice? In the situation I posted there is no game effect indicating that two similar actions may be taken as free actions. No difference?

You certainly can do both.
Charge gives you a close combat action as a free action. While a close combat action will lead to a close combat attack, it is not the same effect as a free action granting a close combat attack.
On top of that, as pointed out, you can always make vanilla attacks as free actions.
Think of it as if the free attack is the result of the free action, not the free action itself. Outsiders TA was your free action, and it let you make an attack. Then you charge and get a free action to use a close combat action which also lets you attack. Its like using perplex which is a free action to modify a combat value. If you have another ability that isn't perplex allowing you to modify a combat value then you can use both.
