Let's say we have a jakeem thunder take running shot and pulse wave. He begins outside of Dr. Starks automated counterspell AoE. However, to hit dr. Stark with pulsewave he has to move within 4 spaces.
My question is which takes priority. Since they both effectively ignore each other.
AUTOMATED COUNTERSPELL: Dr. Stark can use Energy Shield/Deflection. Opposing characters within 4 squares can't use Penetrating/Psychic Blast, Precision Strike, or Pulse Wave.
Jakeem doesn't activate Pulse Wave until he is within 4 squares of Dr Stark... And when he's that close he cannot use Pulse Wave and must do something else with the rangen combat action granted by Running Shot.

Dr Stark says Jakeem can't use pulse wave (which means it can't be activated), Jakeem tries to use pulse wave but as he can't then he can't.
In order for pulse wave to ignore game effects you first need to be able to activate it then you draw lines of fire to characters and then ignore their game effects. If something stops pulse wave being activated or prevents lines of fire being drawn then it can't ignore game effects.
