Situation:
You carry a shifting focus fig. After carry, you replace them with one of your sideline options. Can you then give the new fig a non free action?
I'm trying to find the answer as to why you couldn't but I'm having a tough time. I need someone to prove to me that you can't with rules quotes and evidence.
I found this:
[C]A replacement character is considered the same character as the character it replaced for general effects that the replaced character activated or triggered. For example, if a character attacked and hit an opposing character and was then replaced, the replacement character would be considered the character that attacked and hit that opposing character. If the replacement results in multiple new characters, then the general game effects are distributed to the replacement characters as decided by the characters’ controller.
But the terms 'activate' and 'triggered' are vague to me.
Boy, I sure have pissed off a lot of people lately on the interwebs. Sorry to all.
What about calling them "Papillomas?"

That's all you need. The new figure would not be able to be given a non-free action because it is considered the same figure. Pretty straight forward.
Based on what I am reading in the rulebook, on page 6 regarding replacement characters, I would say no they couldn't be given a non-free action after the original figure was carried then SF into the replacement figure, based on this part of the rule:
"Any ongoing effects that apply to the replaced character continue to affect the replacement character"

Yup and the Clarification in the E&C for Replacement Characters seems to support this:
Quote
[C]Game effects with an ongoing duration that are applied to a character prior to replacement are applied to the new character accordingly. If the replacement results in multiple new characters, then the game effects are distributed to the replacement characters as decided by the characters’ controller. Game effects that are activated by free actions, or that can only be used "once per turn" or "once per game", that have already been used by the replaced character are considered to have been used by the replacement character.
