I don't have the wording readily available, but assuming it is an effect of the special terrain, and not an effect used by the characters targeted, Pulsewave will not ignore it.
Also, if you're currently playing in an event, the judge running it is who should be answering your questions. Come here to ask after, when you have the time and ability to post the question and quote game effects. You probably won't get an answer quick enough for it to matter, anyways.
PULSE WAVE
Give this character a ranged combat action even if it is adjacent to an opposing character; the area of effect for this attack is half the character’s range value. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character’s damage value becomes 1 and is locked. Each character hit is dealt damage.
Boxing Ring:
Characters that occupy squares out of the ring modify their attack values by -2 when attacking characters in the ring. Characters that occupy squares in the ring modify their attack values by -2 when attacking characters out of the ring.
The Boxing Ring is causing the modifier to the attacker's attack value. The Boxing Ring is not a character and so someone trying to pulse wave a character inside the ring would modify their attack by -2, if they are outside of the ring.
Assuming no wonky new rules interactions, based on the new wording for Pulse Wave, this would be the same case.

I sent in late last week.
I asked the judge before NH states today, he decided the attacking Pulsewaver would not get the -2.

I got to go with pulse wave would not ignore the boxing ring.

So, the lines of fire for the Pulse Wave ignore the boxing ring, but that doesn't really matter because the boxing ring is considered clear terrain.
Pulse wave then says to ignore game effects possessed or used by characters with a line of fire drawn to them. Okay, so this gets rid of any non-ignorable powers or traits or game effects of the targeted characters.
The boxing ring says to modify the attack values of characters who are outside of the ring attacking character inside the ring by -2, and vice versa.
Nothing about this affects or is used by the targeted characters. The effect checks for location of each character and applies the modifier to the attacker. Nothing in pulse wave says to ignore game effects relating to the attacker in any way.
The fact the the lines of fire ignore the special terrain doesn't matter, because the boxing ring doesn't require line of fire to be drawn to activate it. This is evident as the boxing ring affects both range and close attacks (which do not require line of fire, just adjacency).
Therefore, Pulse wave does not ignore the boxing ring.
(As always, Wizkids can rule it however and will supersede all of my wonderful logic)
