For reference here is Forge's Dial and Storm's ID are below and the special ability in question. My question is if Forge uses Neutralizer when inspired by Storm to give him three targets- can he negate up to three targets abilities if he hits them all? The difficulty I see here is Forge's ability stipulates once per game; however, it does not stipulate if more than target can be Neutralized/negated in this fashion.

NEUTRALIZER: Once per game, when Forge hits with a range attack, you may choose that the hit character can't use standard or special powers until it clears action tokens.

As written, it should be able to affect all characters hit with that attack, be it via multiple , Energy Explosion, Pulse Wave, etc. The "once per game" just means that you can only choose to resolve the trigger once, it shouldn't limit the number of characters affected.

Probably worth submitting to the WIN just for clarification, though.
