Is the word "other" in reference to him or the KO'd character? In other words, does he take damage from his trait if he activates it when a friendly character adjacent to him is KO'd?

It's referring to the friendly, not this guy, if the wording says "that character".
Care to explain how the Commander can't get hit by activating his effect when a KOed friend is adjacent, Lantern? Now I'm curious, because I'm clearly missing something.

I think I get it, now. "Other" is "all other characters besides the Romulan Commander," not "all other characters, including the Commander if he happens to be around?"

The "other characters" means "characters other than this figure". He's the one dealing the damage, not the KO'd character. It is written to be self-referential.
