This is somewhat less useful than the other 45-point TMNT4 Elite (Dynamite) because of the lack of range. The high move value plus the variant 3-FREE-move gets it where it needs to be on the map. The Leadership is key for swarms. The printed 3-damage (and later, Perplex) is key to damaging opponents. The Special Attack is quite conditional, IMHO. I recommend using the Elite Hammer to "lead the charge" of adjacent Elites such that opposing figures start piling damage onto it. Since 3+ damage is common on opening attacks, opposing teams are likely to put at least two Opportunity tokens on other (adjacent) TMNT4 Elites after which the Foot can make them pay.
