So, it recently clicked for me (haha), that the new Apache Chief...

That got me thinking: Are there any other characters that can do this? Make an attack that targets every (opposing?) character on the map at once?

...if given enough time, can use Quake and Giant Reach: 12+ to make a map-wide attack, if the map is outdoors (so blocking isn't a problem). Basically, he can make an attack that targets every single opposing character, anywhere on the map, unless another colossal blocks his line of fire.

Yes you could.

RAGE: SOUL IGNITING: Spectre can use Poison, and deals penetrating damage when using it. At the beginning of the game and whenever Spectre KO's an opposing character of 25 or more points, put a Soul Reap counter on this card. When he uses Poison, opposing figures within X squares and line of fire are considered adjacent, where X is the number of Soul Reap counters on this card.

I'm not positive if this mixes with pulsewave for a full map pulse(though i know they wont' lose their powers unless they within half range). but if the opponent only has 3 figures, it's as good as a full map attack.

No, it doesn't. He can choose targets regardless of line of fire and range, but Pulse Wave tells him specifically to target characters within line of fire and (half) range.
Rule of Three only applies to Speed, Attack, Defense, Damage, and Range.

If Quake is compatible with Giant Reach: X (which it is), then I don't see why Pulse Wave wouldn't be compatible with Supreme Intelligence's OMNI-WAVE PROJECTOR.
