Okay... what's the deal with him having 3 targets? Apart from the odd chance of him having his range greatly modified/replaced, I can't think of its utility.

Because:

If He Can See You, He Can Control You: Mind Control. When The Skull uses it as a RANGE action, he may target one character regardless of range (still requires line of fire) but can't target other characters.

Mind Control: CLOSE/RANGE: Minimum range value 4. Make a close/range attack.
Instead of normal damage, a hit character halves speed and becomes friendly to your force and
may in either order: Move and/or make an attack. Then it reverts forces.

If you do not use the special part of the trait, The Skull can target 3 opposing characters with a RANGE, and his range value is 4.

Ah, the ol' Mind Control has minimum 4 range. This is what happens when you don't get to play much anymore -_-

I've only gotten to play him a couple times so far, and I knew I would like him! I love pairing him with the Osborne from this set and making the Skull his bodyguard. I just sat them on a rooftop and they helped each other wreak havoc all day! Those bystanders were great for Mastermind, too. Not to mention, for a set that's all about chaos, there sure is leadership everywhere in it. Earth X teams as a whole just gel well together, and are very fun.

How would this guy work with the Mind Gem? "Modify attack +1. Mind Control, Incapacitate. When this character hits, if the attack roll was 10 or higher, after resolutions they can use Mind Control at no cost. (Can repeat if you roll 10 or higher.)" I know you need to pick what is granting MC but if you use his and hit with a 10+ trigger the gem to get a free MC can you select his own to trigger again?

Rather than use the Gem why not use the Mandarin Ring that grants him 10 range to Mind Control, Outwit etc??
