If someone is using a character with shifting focus and that character has an effect put on them by an opposing character. A token of someone kind for example. Does that token and lasting effect stay with the figure if the player uses shifting focus to bring in a different version of that figure?
• If the replaced character had action tokens, each replacement character is assigned that same number of action tokens. If the replacement effect caused an action token to be given, the replacement character is considered to have received the action token and may be dealt pushing damage (if applicable).
• If the replaced character was given a costed action this turn, then the replacement character is considered to have already been given a costed action this turn
.• If the replaced character was carried this turn, the replacement character is considered to have been carried this turn.
• Only the above three effects “carry over”. No other effects of any kind that applied to the replaced character start applying to the replacement character

Would the token, effect, etc. return?
It depends on what the effect is. The problem with the initial question is that it's very vague and doesn't give much context to what's happening.
Let's say the initial effect is Outwit. You use Outwit on my Shifting Focus Deadpool and say he can't use Super Senses. I use Shifting Focus to swap him to a different version that has Super Senses. He can still use the power because as Coyote quoted, Outwit doesn't carry over to the new character. We wouldn't have to worry about if they shifted back because the duration of Outwit would expire on your next turn.
However, let's say that this isn't Shifting Focus because that ability very clearly doesn't let you shift back. Let's say it's a different ability you're using that allows you to replace your character multiple times in a turn. I would say that yes, the countered power from Outwit would still be countered as the duration hasn't expired and the original target of the ability is back in play. The effect isn't "carrying over" from the previous replacement character - it's resuming it's effect as the target has been returned to the board.
Granted, I could be wrong on this and I could see how there's evidence for both answers to this question, but I would think that much like Vehicle Pilots that are removed from the board, they are still on your force and effects would still be present for them until the duration expires.

I think any effects aside from the ones listed won't apply to the original character (such as OW) even if they swapped back... but the WIN answer about details is long gone.
So for example, if a shifting focus figure A was hit with: MORTAL WOUND: When a character takes 3 or more damage from Sabretooth's attack, that character can't heal for the rest of the game even if this power is countered or lost.
Then swapped to figure B... B wouldn't have the effect applied. But if he later swapped back to figure A, would figure A still have that mortal wound applied?
Based on the new rules that only those 3 effects carry over, I don't think mortal wound would still apply, nor would special tokens (rage, guilty, whatever) apply... are there any modern effects someone can ask about on the WIN to find out whether any lasting effects stay on the original figure like that?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

It should though. It's not carrying over from character to character; the original character is being restored in the game. Something like MORTAL WOUND would put out an effect that's duration is until the game is concluded. When the original target returns to the game, the duration is still in effect and continues to effect them.
It's exactly the same how WizKids ruled that any effects that are present on a character will continue to effect them while off the map a la the Black Panther/Vehicle Pilot ruling.
You may not use the powers or abilities of any game element that you include in your Sideline (including effects that apply during force construction) unless an effect specifies otherwise or has the SIDELINE ACTIVE keyphrase. Note that some effects with that keyphrase may additionally be used while that game element is on the map if the effect specifies so. However, effects that apply to characters that were on the map and then put into your Sideline continue normally (Perplex applies to them until it expires, they keep any tokens they had, if they return they can’t again use a “once per game effect”, etc.).
Is a bit quirky, but you could have SF characters A and B on the map and C on the Sideline. Put character A way over into enemy territory. Perplex/Token(not action)/Marker/Other Effects on B, shift B out for C, then shift A out for B, and you've essentially 'teleported' B across the map with all the buffs. Probably not their intent, but by tightening the rules to cut out certain effects, they opened up others.

That will only apply to the original target. Once they are replaced, it's a different character and is not one of the three effects that transfer over. However, if the original character returns, the Cursed tokens will still be there.
Those tokens stay with the character, even in the Sideline. Personally, I think that everything should 'carry over', and this should just be factored into the cost of a SF character and forget this whole mess of special rules, but I don't make the rules, I just play by them!
