When an opposing player uses Outwit, can they do so on the power by calling it by its' name or is it limited to listed powers as per the PAC?

I may have answered my own question, judging by the wording I put in bold but nice to get a confirmation.
You can name any standard power or a special power printed on the card. It doesn't have to be showing, or it can even be a standard power not printed on the thing in the first place. For example, if it's a piece that can just have any power of its choosing, you can call out what power you think they'd want and prevent them from having it. Also, there's a strategic consideration to naming a standard power that's covered within a special one. For example, if a power has Super Senses and other stuff, you could call out Super Senses, and if the power devolves to just normal Super Senses later on, they still don't have it. If you just call out the special power, yeah they lose everything it had while they have the special power, but as soon as that changes, they have whatever that new thing is.
In your specific example of Charge + Flurry, if you outwit the special power that gives Charge + Flurry and something else gives Flurry (Octopus Arms, for example), then yes, Flurry can still be done. If you call Flurry itself, then neither the special power nor the Octopus Arms will allow them to use Flurry.

1 and 2 are both correct. If you Outwit Combat Reflexes, Beast can't use Combat Reflexes regardless of where it comes from. Whether that is Flying Furball, later on the dial, or a resource. If you outwit Flying Furball, Beast can't use Super Senses, Combat Reflexes or Toughness, but would get Combat Reflexes back if he is damaged to clix 4-6.

I'm sure what you mean is correct, but just to be picky, it should say "If you outwit Flying Furball, Beast can't use Flying Furball." If you say he can't use Super Senses, Combat Reflexes, or Toughness, it makes it sound like he can't use them from any source, which is not accurate. If he has Beetle Pod equipped (which gives toughness), then he can still use Toughness.

Absolutely. I was using "can't use" in the common English sense and not in the game terms sense, but it is a perfectly acceptable nit-pick and I thank you for clarifying that.
