I don't see why you couldn't do a range destroy action if you can draw line of fire to the wall, regardless of elevation. As for close destroy from a lower elevation, that would likely be unavailable since you would be unable to target the wall. Now, if you had leap/climb...maybe? Someone more knowledgeable than I would have to answer that question.

Leap/climb wouldn’t let you CLOSE destroy the wall from a different elevation because the CLOSE destroy action is not an attack.
If there was a Wall along the edge of Elevated terrain, you would be able to destroy it with a CLOSE Destroy action. The Wall itself is still along the edge of the square, regardless of Elevation.
A wall that shares an edge between two levels of elevation is considered to occupy both levels of elevation and any elevation in-between.
A wall may be destroyed from either side according to the normal rules for destroying walls. If a wall between two levels of elevation is destroyed, you place debris markers in both squares though those squares do not become adjacent.
Can a character use a close destroy to destroy blocking or a wall that they are on the diagonal of or must they have one edge of the square the occupy be adjacent to the wall / blocking?
I recall it being you cannot destroy along the diagonal for a CLOSE but I'm struggling to find the proof.

Visible Dials and Pushing Damage need to be optional. This is the way.
You can destroy squares of Blocking on the diagonal, as you are adjacent to them. With a CLOSE Destroy, you can only destroy Walls along the 4 edges of the square you occupy.
