Let's say I mind Controlled Vulture Prime moved him half his speed and then attacked and he KO's someone. Would he revert back before the trait triggers or would he get to use charge??

What if I did the attack first and got the KO before the move portion of mind control, would that change the timing and allow it to trigger if the above doesn't work??

You are correct that he reverts before "after resolutions" happens so you can't use any effect that allows you to do something at no cost at that point. With vulture specifically, the use of charge happens after resolutions of the action the KO happened in, not after the KO itself resolves, which is why giving him flurry can theoretically "bank" several uses of charge in one action.

On the flip side, if it's a trigger that causes something not tied to an action (e.g. mystics that causes damage after resolutions), the triggered effect still happens.
