Hi there, I am going to be your local Toon decker so here are a few things that helped out my Toon decks and how to use them properly.
The Toons themselves. I would recommend that you don't include Manga Ryu-Ran, even though I do in every Toon deck I make. :P
Zolga~
Summon it, and offer it in the same turn for a Toon Summoned Skull and not only get a powerful Toon on the field, but gain 2000 Lofe points, that is 4 free Toon attacks.
Grandora~
The same. Summon it and gain 1000, then offerit for Toon Summoned Skull and you dont ever loose the 2000 that you normally would if it was attacked.
Spirit Reaper~
Great staller. If you are low on Life Poinst use that to hold off your opponent for a few turns atleast. It hes drawbacks though, if your opponent gets Airknight onto the field then you are basically screwed unless you pull a Toon Summoned Skull or another 5-6 star monster.
Magician of Faith~
Simply to get your Toon World back from the Graveyard.
Nimble Momonga~
A swarming monster which will not only protect you from 3 attacks but it will give you 3000 Life Points.
Different Dimension Capsule~
There is nothing worse than having loads of Toons in your hand and not being able to use them. Use this and you will have a Toon world in no time. I think it is neccesary in any good Toon deck!
Sebeks Blessing~
I only just thought of it as I got 2 today (stupid shop gave me PCJ cards twice, yay!). When you attack directly with Blue-Eyes Toon dragon you gain 3000 Life Points! Neccestiy! If you can find one ;)
Magic Reflector~
Neccecary for keeping Toon World on the Field.
Twin Swords of Flashing Light Tryce~
Your Toon looses 5oo Attack Points, but it gains the ability to attack twice in the same turn. Need I say more?
Scapegoat~
Since Toons are considered a special summon you can offer these for the big toons.
Cost Down~
A level 6 Blue-Eyes Toon Dragon, no tribute for Toon Summoned Skull. Once again, need I say more?
Giant Trunade~
Returns your Toon World to your hand and rids the firld of your opponents traps leaving a clear path for a direct attack and ridding you of the Toons weakness.
Emergency Provisions~
Since it sends Toon World to the Graveyard, and dosent destroy it, you get 1000 Life Points and your Toons loose theit weakness.
Poison of the Old Man~
You gain 1200 Lofe points? Yay!
Spell Economics~
I prefer to use Numinous Healers or Life Aborbng machines but this lets you keep the Life Points that you would have otherwise lost by playing Toon World.
Judgment of Anubis~
The most powerful weapon in a Toon deck (imo). When your Toon World is targeted by a spell card then not only is the effect negated but your opponent looses a monster and its Attack Points are subtracted from their Life Points.
Numinous Healer~
When you attack with a Toon or use Toon world you gain Life points. Not ba, but I still prefer to use Life Absorbing Machine.
Life Absorbing Machine~
You gain 1/2 of the life points that you offered. If you have 3, even better. I use Dark Elf with this card so next turn I get 1500 extra LP.
Robbin Goblin & Zombie~
When you attack your opponent directly they must disgard the top card of their deck and 1 card from their hand. IMO vary good cards.
Aqua Chorus~
If you are going to have 2-3 of the same Toons in your deck then run 1 of these. They get an extra 500 Attack Points.
Magic Jammer & Drain~
A good protector from Heavy Storm and Harpies Feather Duster. It not only could protect your Toon World but some other vital cards that could be lyingin wait!
Solemn Wishes~
I prefer not to use them but they are handy if you draw pot of greed. That is 500 during the drew phase and another 500 for Pot of Greed!
The Spell Absorbing life~
Hopefully you will have loads of toons, which are effects and since yo will be attacking directly your opponent might too. You can gain a maximum of 4000 in one turn!

Toon Mermaid
Water/Aqua - Toon/4/1400/1500
This card can only be summon when a [Toon World] is on the field. This card can't attack the turn it's summon. You must pay 500 Life Point in order for this card to attack. When a [Toon World] is destroy, destroy this card. When your opponent don't have any Toon monsters on the field, this card can attack opponent directly. When your opponent has any Toon monsters on the field, you must attack those Toon monsters.
Toon Demon (Toon Summoned Skull)
Dark/Demon - Toon/6/2500/1200
This card can only be summon when a [Toon World] is on the field. This card can't attack the turn it's summon. You must pay 500 Life Point in order for this card to attack. When a [Toon World] is destroy, destroy this card. When your opponent don't have any Toon monsters on the field, this card can attack opponent directly. When your opponent has any Toon monsters on the field, you must attack those Toon monsters.
Dont need Toon World to summon.
Toon Goblin Strike Team
Earth/Warrior - Toon/4/2300/0
This card cannot attack during the turn this card is Normal Summon, Reversed Summon, or Special Summon When a [Toon World] on the field is destroy, this card is also destroy. When you have [Toon World] on your field, and your opponent do not have a Toon monster on his/her field, this card can attack opponent's player directly. If this card attack, this card is change to defense mode at the end of Battle Phase, and the mode cannot be change during your next turn.
Toon Cannon Soldier
Dark/Machine - Toon/4/1400/1300
This card cannot attack during the turn this card is Normal Summon, Reversed Summon, or Special Summon When a [Toon World] on the field is destroy, this card is also destroy. When you have [Toon World] on your field, and your opponent do not have a Toon monster on his/her field, this card can attack opponent's player directly. Sacrifice one monster on your field to do 500 damages to opponent's lifepoints.
Toon Gemini Elf
Earth/Spellcaster - Toon/4/1900/900
This card cannot attack during the turn this card is Normal Summon, Reversed Summon, or Special Summon When a [Toon World] on the field is destroy, this card is also destroy. Toon Masked Automaton

I noticed you didnt post the actual toons, but I assume everyone knows them. I was also thinking about skull marked lady bug. Now if you are running magician, I would also run either painrul choice, and/or magical hats. Ditch the toon world to the gy, then flip MoF.
i dont think the zolga thing works because the 2000 lifepoint gain is only for a succesful tribute summon. the toons that we have (minus toon gemini) are considered special summoned, not tribute summoned hence the use of scapegoats to summon blue eyes toon, etc. Sorry, i run a toon deck sometimes and i tried it. then i got yelled at by a judge :(

It works because even though its a special summon, it is still a tribute summon, and therefore gains zolga's advantage.
Good summary of toon support, but just a few comments.
Spirit reaper IMO doesn't work well in a toon deck. There are too many people sidedecking trample today, specifically airknight, just to counter scapegoats and spirit reaper. Since the goats have no substitute, they cannot be replaced, but spirit reaper should be left out in place of something like battle footballer or soul tiger. Something with 2200 defense points can stop a lot of monsters in their tracks, and doesn't have to worry about airknight.
Also, pyro clock of destiny I believe was edited so it only works on swords of revealing light, lightforce sword, and final countdown. Those three cards only, nothing else, so it doesn't work with DDC.
All in all, toons won't be able to do much of anything until toon index comes out. That will speed up all toons a lot.
A very good Toon post. It is just unfortunate that we have to wait until Dark Beginnings 2 for the rest of the toons to come out. Until then, I am running some Toon Gemini Elfs with my warrior deck, because Familiar Knight is a great card to combo with them. If you special summon Toon Gemini Elf on your opponents turn, she can attack on yours.
I find that Solemn Wishes to be one of the better life point gainers in my own Toon Deck, three in a deck of course. Emergency Provisions is more for protection from Toon destruction than life gain in my opinion. Nimble's are good for stalling and tribute than life gain because usually once your opponent attacks your first one, chances are they won't likely attack the other two on the field unless they can trample it or destroy/remove by other means.
Magic Jammer/Magic Drain are pretty decent for more protection if you run out of Emergency Provisions, Magic Reflector and Giant Trunade. Some Toon protection, I would say use Draining Shields because it does two things for one card, life gain and monster protection.
I find Skill Drain to be useful as well. It gets rid of summon sickness, pay to attack and Toon destruction. No direct attacks but if you summon enough Toons, all you need is clear opponent's field and you can win anyways.
I also like to point out that Magician of Faith is "Toon Index" for now. I usually use my Magician to bring back a Toon World to my hand (Somehow I lose my Toon World faster than expected and rarely draw them when I need to).
That's all I can think of right of the bat of my head for now. And I will have to get my hands on Toon Gemini Elves now...and in my Toon Deck I used all the "Toons" available, even the unreleased ones...normal Goblin Attack Force, Cannon Soldier, side decked Masked Sorcerer heh, and I'm still trying to get my hands on a Dark Magician Girl...plus Manga Ryu Ran has its use. Put in defense to protect me and use Cannon Soldier to sack for 500 damage, hehe.
Well I dont really understand your question. Well I'll answer it as best as I can. Toon monsters are a sub-type, like archfiends and amazoness. And therefore cannot be targeted by Tribe-Infecting Virus. They are also special summoned and so cannot be targeted bu Trap Hole and such like.
What I heard so far is that there are toon type A, B, and C. THere are requirements among those 3 I am not fimiliar with. Also, which toon monsters fall in those categories?
Well, off hand I cant think which falls into what. Well the three different catagories are:
Class ? Toons are the ones that we use now, basically the ones from MRL and Toon Gemini Elf.
Class ? Toons do not need Toon World on the field to be summoned, do not have to pay the life points to attack, can attack on the first turn, but are still destroyed when Toon World is. Toon dark magician Girl is the only Toon in that category.
Class ? Toons can be summoned without Toon World being on the field but still have all the weakneses of other Toons.
I think that that is correct. I'll try to find out the proper answer and get back to you when I do.
I looked around and found this for Toon Genimi Elf. Here is the ruling
