How many times are you allowed to special summon in one turn? And for monsters that you have to remove monsters in the grave yard to special summon the monster, can you special summon it from the graveyard?(ex. Aqua Spirit)

There is no limit for how many special summons you can make in a turn, as long as you have al the requirements for it.

As for the "grave removal" special summon monsters, you can special summon them from the graveyard without removing another monster using revival cards like "Call of the Haunted" and "Premature Burial" if it was sent directly from the field to the graveyard(in any way).

so if i was to special summon aqua spirit by meeting its summoning requirements, and then offer it with cannon soldier, then i can bring it back the same turn by removing another monster and offer it again?

no, if you properly summoned aqua spirit and then sent it to the graveyard with cannon-soldier for example, you would be able to special summon it by playing monster reborn, premature burial, call of the haunted, etc, you cANNOT special summon it from the graveyard by removing a water monster.

Nope. You can only bring it back using other card effects that allow you to special summon it from the graveyard.
