A few points to consider that all lead to the same result in this case.
1. Defend says that adjacent figures may borrow the figure's defense value. Even when the power is on, it is not required, and so you can simply say that they aren't borrowing her numbers just then.
2. Support ignores modifiers to the attack, and so Defend doesn't matter anyway. You cannot use Perplex to increase the chances of your heal being successful, nor can Defend either hurt or help your roll.
3. Defend is listed as optional, and so yes, you may turn it off if you wish. As with all optional powers, turning it off voluntarily in this way will leave it cancelled for the remainder of the turn. A power you turn off during your own turn will come back at the end of that same turn. You may not opt to bring it back earlier.
