If this card is face-up on the field, it cannot be attacked, what if it was face-down, then it is flipped during Damage Step, does the attack stop? If not, if I use "Ceasefire" during the Battle Step to flip it face-up, does the attack stop?

There are no replays during the damage step and if the attack has already gone to that stage, then it continues as normal. If you flip it face up with ceasefire during the declaration of the attack, then because of TERs effect, your attack will be halted.

As long as TER is FACE-UP, no monster but him can attack. So if he’s face-down, anybody can attack. If he’s attacked while face-down, and no other card protects him, he’s be destroyed in battle.

If Ceasefire flips TER face-up before the Damage Step, all monsters stop in they tracks and will begin puking uncontrollably at the hideousness of TER and will be much to sick and scared to attack.
