1. Did they make Trop dragon to where he has to be destroyed as a result of battle?

2. When am i able to activate Ultimate Offering's effect and set a monster and can I use it's effect during my oppenents turn?

3. Does Barrell Behind the Door work with Dice Jar's effect?

1: I don't remember the wording on it and I don't care to dig it out of my cards to look.

2: I've been unsure of this lately myself.

3: I know that you cannot because there is no gurantee that you will take damage from dice jar so you aren't allowed to activate the card.

[1] No, it doesnt have to be battle phase, just destroyed.

[2] No, you are only allowed to use the effect during your own turn.

[3] No, read the official ruligns.

Troop Dragon says that when its destoryed period u get the effect but I was at a tournament recently and the judge told me that the card had been changed to where it had to be destroyed by battle. Is this true?

There's an errata on Troop Dragon that states that he has to be destroyed as a result of battle.

When this card is destroyed and sent to the Graveyard as a result of battle, Special Summon 1 "Troop Dragon" from your Deck to the field. Then shuffle your Deck.

You may use Ultimate Offering during your Main Phases and during your opponent's Battle Phase, but at no other times.

You may not use Barrel Behind the Door in response to Dice Jar, for the reason Chris Omega gave.

Thanks for all the help I appreciate it greatly. I do have one more question though. Am I able to play 2 scapegoats in the same turn?

No you cannot because...

1. Scapegoat prevents you from Normal, Flipping or Special Summoning monster's the same turn you use it and the tokens are being special summoned and Scapegoat's own effect prevents you from special summoning more tokens.

2. You MUST have FOUR open monster zones to activate Scapegoat. When you activate 1, there's only 1 monster zone left.

You can ONLY use Ultimate Offerings Durring Your Mainphase 1 and 2 or your Opponents Battlephase. Those are the ONLY time you may use the effect.
