i only want level 2 judges to answer this so if your not one please dont post. I want to make sure of this so i dont get confused with the ruling. UDE workers that knows rulings are welcome as well.
I been wondering about Royal Oppression for some time now so i will just come out and say this. I know only have to pay 800 for scapegoats that i know. What i want to know is, if you have Royal Oppression already face up and activated, you enter battle phase and run into a Mystic Tomato, Shinning Angel, Pyramid Turtle, etc... ARE you allowed to pay 800 to negate the special summon? I know you can't Bottomless Trap Hole during the damage phase becuase BTH is a normal trap, but since Royal Oppression is continous i always though you can negate as long as it was activated becuase you enter battle phase. Please let me know? thanks.
I would have to say no. This card is not a counter trap, and does not modify the atk/def of a monster directly, so that would disqualify it from being activated (face up or not) during the damage step.

Hours LV 8 and SoDM can activate their effects in the damage step however, and those are not Counter Traps (Spell Speed 3) or Atk/Def Mods either. They are Multi-Trigger monster effects which normally can't be activated in the damage step.
You couldn't use "Royal Oppression" on those monsters because you can't use it during the Damage Step.
Edit: The only cards that can be activated during the Damage Step are Counter Traps, cards that directly modify attack and defense, and cards that negate the activation of something.
ok, "a face up Royal Oppression has the same timing as Horn of Heaven."
now, this does NOT make the effect of a face up RO a speed 3, it just changes when and when not you can activate the card.
there is no semi-official ruling other than the one above.
we used this at the Pomona SJC to justify the activation of a face up RO in the Damage Step, since Horn of Heaven Timing could be used in the Damage Step.
now, when you activate the card (pay 800 lps) and when you cannot, due to the special summons of the effect, must be chained as noted in the rulings.
yes, this is another "well, we discussed this with Kevin and this is what we came up with..." scenario. I, as the Head Judge, extrapolated the ruling as noted above. but the original comment of "a face up Royal Oppression has the same timing as Horn of Heaven" came from Kevin, and he let me, as the Head Judge, rule it as i seemed fit.
I was right There with Fantasyzz and the other Judges at the Pomona SJC when Kevin Told us how Royal Oppression works in the Damage step. If it it is faceup and you you destory Giant Germ, you may use Royal Oppression in the Damage Step to Negate the Special summoning.
Rulings Change, and the policy is when a new one comes out that Contradicts the old one, the new one takes Presidence. I think that might be the case here.
I've never seen any ruling other than from the post i posted above, so i've always ruled it as not being able.
If they wanna change it, so be it. It's not a big deal.
I think the important thing here is that we should all stop saying "The only effects that you can activate in the Damage Step is ATK/DEF Modifiers and Counter Traps etc."
Because we all know by now that it is just not true.
so you are allowed to 800 lps to negate during battle as long as RO was activated before you enter battle phase right? and novastar this is a big deal becuase of the Zombie Chaos swarm tactics that is around now. i can only find RO to be the counter that's good enough to stop it. As long as i know you have to have RO activated BEFORE you enter battle, you can pay 800 to negate. that's all i need to know. but is there a way to verify that?
