I'm guessing that you can Disaster 2311, and yes, what the first judge said is true, you can actvate change of heart or snatch steal on an opponents monster, but since there are no open spaces on your side of the field for it to be placed, it is destroyed. Does this help?

I don't think you can. It's like trying to premature burial a monster when your field is full, you can't.

You may NOT Activate Change of Heart, Enemy Controller, Brain Control, Mind Control, if you do not have a space for the monster you are going to take.

Only if the field fills up before the control changers resolve will the monster be destroyed. But you must have that free zone at activation.

Though with mandatory effects like Brain Jacker, Rafflesia etc. if you flip your monsters there effects will trigger........ just an input

you may not activate a card if it's effect cannot be carried out. Now, like was said before, if you activate to take the monster and THEN your space is filled, the monster will be destroyed. It's like activating premature with no monster in the grave, it can't be done, because it's effect will be unable to carry out.
