The idea here, is to use as little bling as possable (seeing as how I'm without a load of my rares) to make a good agro deck. The side deck helps against decks who over run me with higher attacking monsters (such as dragon and zombie decks).
Remember, with skill drain I cant use things like metamorphisis effectivly. Also, just because this deck already contains no skill, dont sugest BLS. This is ME we're talking about here.

Looks like you'll need a Final Attack Orders rather than a Level Limit since I see beatdown written all over this(9 1900 ATK/4star monsters!) Do you by any chance have any Jirai Gumos? They can fit in here also (Skill Drain). And a Drk Factory or Soul Ressurection (a rare won't hurt) can help after after losing some monsters to Card Destruction, or to battle (if that happens).
So my final fix goes like this (though it's not necessary).
-1 Scapegoat
+1 Dark Factory of Mass Production
-1 Sakuretsu Armor
+1 Soul Ressurection
-1 Final Countdown
+1 Final Attack Orders (or more)
-1 Charcoal Inpachi
+1 Jirai Gumo
I tried to keep the Monster/Spell/Trap ration the same as best as I could. And as for my deck fixes...I have too many deck ideas, but currently, I have a Mistress deck I'm working on now since it's a slow day at work, so I gotta do something to pass the time. I'll post it sometime.
2 man cell battle would give you a lot of control in this deck if you did not want to use royal oppressinon and mabey consider using heart of the under dog
Reasoning:
Smashing is better then fissure is like picking betting on the Patriots winning again over the chances of not to offend anybody, the dolphins or betting on Shawn Micheals beating someone like Maven really badly. With magic drain and curse you don't really need 2 fake traps. Instead of skull you could put in Mobius for s/t removal before you play skill or have a beatstick after you play skill, now thats its a common it is easier to obtain same for tribe. 3 goats is kinda overdoing it. And 2 Noc can go a long way in a duel.
Im kinda tired today so ill just give a brief and my best posible opinion, the deck looks great no less it might be improvable:
- Cyber Jar (Skill Drain might kill it)
- Charcoal Impachi (3 is just overcarrying)
- Fissure
- Final Countdown (if it takes 20+ turns to win its just too slow and not worth)
- Curse of Royal (love it but there are better options, you'll see them further down)
- Sakuretsu (great trap but id leave it sided)
- Magic Drain (excellent but if your opponent is using a magic for his benefit he almost always will discard (not a bad price but very risky this could be gamebreaking))
+ 2 Blue Eyes White Dragon
+ Non-Spellcasting Area
+ Smashing Ground
+ 2 Level Convertion Lab (excellent with the Blue-Eyes)
+ Magic Jammer (better than Magic Drain in this case)
Not sure if this seems right, im falling asleep here :p, but its just a suggestion :p
I would put in Battle Footballers over Charcoal Inpachis. Footballer actually has a semi-useable ATK. Also, try out a Giant Orc or two, and maybe Zombyra the Dark. Another thing you might want to throw in the Side Deck if anything is Necrovalley, to combat those BLS's. This comboes well with a long-forgotten Common from PGD called

FLIP: Select 1 Trap Card from your Deck and place it on top of your Deck. If "Necrovalley" is on the field, you can add the selected Trap Card to your hand instead.
Use it if you can't seem to get those Skill Drains out when you need them.
Yeah, a jirai gumo would be pretty good over the exiled force. Think of it. Yes, you have exiled's monster effect, and yes, it can be extremely versatile and quick, but in a deck with three skill drains, there's a big chance that he's going to be a sitting duck 1000 atk monster. Whereas jirai gumo becomes 'wow' with skill drain, and even if you dont happen to have a sd on hand, then you can use him as a semi-wall to get it out. Three Charcoal Impachii (like octopi and cacti)? Why not take one out, and put in a giant orc, or even, if you could, a goblin strike team.
By the way, sorry to hear about your cards. It must hurt having them stolen like that...Well, in the words of nietzsche, what doesnt kill me makes me stronger...
