Wow, huge deck and your trying way too hard to make sure Polymerization isn't a dead draw. You say Fairy and Spellcaster but you got way too many other types in there as well. I recommend buying the New Spellcaster Structure Deck and building from there.
With the card pool I have plus the Structure deck, I'd build this:

The normal fairies are essentially useless unless you use moke-mokey's. A deck based around sanctuary in the sky would probably work the best since most of the better fairies depend on it to utilize their effects.

Apparently, right now I am stuck with a mess with no deck right now thanks to decussions on Yahoo! IM regarding my deck suddenly having to leave right in the middle of it. I hope that someone comes to continue to help me out here.
Okay I'll try again. It seems you have a limited card pool and thats why I suggested the Spellcaster Structure deck. I still suggest it but heres a more fairy based deck. Its also Light based too.
First off, unless you deck supports them, Normals are not very good in any format of Yugioh. There are always better options or effects that beat out a Normal monsters stats.
Defense is lose-tie deck situation. Defending won't and can't when you a game. You often have to combine it with Burn, Exodia, or Final Countdown to win. In beatdown or more aggressive decks, its best to replace your defensive monsters with more attack based monsters. Also, 2000 DEF does not do much in this game anymore unless accompanied by an effect. the only 2000 DEF monster seen around that much is Gravekeeper's Spy where she had the ability to search for another Gravekeeper and summon it to field. And the best defense monster in this game actually has the weakest stats for a defender. Spirit Reaper. But its effect to not be destroyed in battle makes it the best of the best in general defense.
Heres what I'd shoot for deck wise:

1 Breaker the Magician Warrior (dark) (can destroy 1 M/T card and a 1900 ATK)

2 Mystical Beast Cerebrus (light) (gets 500 ATK for 1 turn for each Spell card played)

1 Airknight Parshath (might be hard to get) or Guardian Angel Joan or Moisture Creature

2 Mudora (gets 200 ATK for each fairy in the graveyard)

This is a heavy Light/Fairy Build. Again, except for 3-4 cards, most of these cards can be found cheap inside Structure and Starter decks. The deck focuses Mainly on Fueling Soul of Purity and Light and Mudora. So in the mid game and late game he can be very strong. Shining Angel and Hysteric Fairy will help you do that. Hysteric Fairy is also an 1800 ATK which is still quite powerful in the metagame.
Your Kelbek made the cut mainly because if his effect and not just his 1800 DEF. alot of monsters today can't get past the 1800 DEF and with kelbek's bounce effect, you opponent might be left with an open field. Most monsters that can get past 1800 DEF will be tribute monsters which will put your opponent at an even greater disadvantage.
Your tributes are up to you. Airknight is considered one of the best Fairy types in the game. A LV 5 1900 monster, but with the effect to cause damage to your opponents defense monsters when she attacks (AKA the trample effect). Also, each time she does damage to your opponent, you get to draw a card! Until Cyber Dragons came along, she was in many many decks.
Shining Angel is probably your key monster. It can search for alot of your monsters like D.D. Warrior Lady and Cerebrus. Cerebrus also combos well with Rush Recklessly, giving it a 2600 ATK for one turn. A great combo to use is using Creature Swap to send your Angel to your opponent, and then attacking it. You'll get Angel's effect and special summon another monster which you can then attack with!
Santautry in the Sky is really meant for a different deck but It'll protect your LP overall with so many fairies in the deck. And to keep your deck at an even 40 cards, I decided 2 copies of Royal Decree would work. Royal Decree is a powerful trap that negates all other traps except itself. Since you only run 2 other traps, it will often hurt your opponent more then it'll hurt you. But Royal Decree and D.D. Warrior Lady can be found in the Warrior Triumph Structure deck.
In any case I recommend spending 10 to 12 dollars on either the Warrior Structure Deck or Spellcaster Structure deck. Even if you don't want to play those monsters, they have very useful and powerful Spells and Traps.
