If I have Blowback Dragon on my side of the field and I decide to use its effect on a face up Spirit Reaper, does Reaper effect kick in as soon as I target it or after Blowback's effect resolves (whether or not I get heads twice)?

When "Spirit Reaper" is targeted by an effect, "Spirit Reaper" is destroyed by its own effect AFTER resolving the effect that targeted it. For example, if "Spirit Reaper" attacks and "Magic Cylinder" is activated, designating "Spirit Reaper", first "Magic Cylinder" will resolve, negate the attack, and inflict 300 damage to the controller of "Spirit Reaper". Then, after that, "Spirit Reaper" is destroyed by its effect.
Spirit Reaper will NOT die immediately after being targeted by Barrel Dragon or Blowback Dragon...the ruling states that it's after you resolve the effect...
The coin flip takes place DURING the resolution of the effect...meaning whether or not you toss 2 out of 3 heads for Spirit Reaper, it'll die after it resolves...
Barrel Dragon and Blowback Dragon both target first and THEN you flip the coins...

It's cause it got stupidly worded like a bunch of cards do...

I could have sworn we had the discussion of when Blowback targets a few months ago with the exact opposite conclusion.
'owever, I know what you ment, that the effect must conclude. It was just the previously stated misunderstanding that threw me for a loop.
All card effects that target do so at activation. There is no such thing as a card effect that targets, but not until resolution. The whole definition of "target" is that you choose what card you're using the effect on when you activate the effect. That's what "target" means.
I just wanted to throw something into the mess for you to think about. It is non-targetting and targetting at the same time and it all occurs during the resolution of its effect. =)
Gatling Dragon is a fully non-targetting effect (it follows Creature Swap's mechanic), because the number of monsters to destroy are determined by the coin flips, this occurs during resolution and the selection would be made, making it a non-targetting effect.

Yeah....that's not correct. An effect cannot be targeting and non-targeting just like a card cannot be both face up and face down or in both attack mode and defense mode.
If you choose what monster your effect is for when you activate it, it's a targeting effect. If not, it's non-targeting. There is no middle ground. The definition of targeting is that it's done during activation. Therefore, if it's done during resolution, it's not targeting. Period.
I guess my attempts at causing chaos aren't as good as Gary's. Oh well, i guess I'll start having fun messing with people's mind in the new Naruto CCG then.
