1. I've searched already and i'm still confused, which monsters can and cannot be monster reborned after being properly summoned? I have seen some people say if it says "cannot be special summoned except..." then monster reborn won't work, but then others say once its properly summoned that you can special summon it.
2. If I use creature swap and take my opponents monster, then he snatch steals it back. Who gets the monster if snatch steal is destroyed?
3. If I change of heart a face-down blindly loyal goblin, then flip it up, does it stay with me?

1. Those people are mixing up Nomi's with Special Summon-only monsters.
Monsters that state...
"This card can only be Special Summoned by..." CAN be Special Summoned back from the Graveyard/removed from play area after being sent there from the field if Special Summoned properly. Things like Chaos Sorcerer, Gigantes, Chaos Emperor Dragon, etc.
Monsters that state...
"This card cannot be Special Summoned except by..." CANNOT be Special Summoned in ANY way EXCEPT by the method printed on the card itself. This means that even if you properly Special Summoned the monster and they get sent from the field to the Graveyard or removed from play area, you cannot Special Summon them back.
The only exception to this rule is LV monsters with Level Modulation, which specifically states to ignore the summoning conditions (however, the Nomi monster still has to have been properly Special Summoned via the effect of the previous LV monster to be able to work with it).
As for both of them, unless the card specifically states otherwise, the Special Summon MUST be initially made from your hand as well (you cannot remove a LIGHT and DARK monster to Special Summon Chaos Sorcerer from your Deck or Graveyard, for example)
2. You would get control back if Snatch Steal were to be destroyed.
3. Yes, since control of it cannot switch under any conditions while it is face-up on the field (same with Mataza the Zapper and Horus the Black Flame Dragon LV4).
[Re: Blindly Loyal Goblin] If your opponent takes control of your "Blindly Loyal Goblin" with "Change of Heart" and flips it face-up, control of the monster does not return to you.

1. You cannot reborn a monster that has "except" in its text. You CAN reborn a monster that has "only". The only exception as of now is with Level Modulation and a properly summoned LV Monster.
2. The monster would return to the player that controlled him after Creature Swap resolved.
3. Blindly loyal Goblin can be taken control of while he is face-down, once he is flipped face-up on the controlling players side of the field, he cannot return to the Original Controller, due to his effect, even though he has a condition placed on him by Change of Heart.
Just have to remember that if the Special Summon-only monster (or even a Nomi) gets returned to your hand or Deck, its Summoning is "reset" and you'd have to redo the summoning (so if it gets bounced back to your hand or Deck and then sent to the Graveyard or removed from play, you can't Special Summon it back)
