Where can I find the official netrep rulings? I had the link and the pdf files saved awhile ago, but I lost them.

Uh...Well, to start, "official" and "Netrep" shouldn't be anywhere near each other.

That's assuming, of course, that you're referring to the Netrep website, which isn't affiliated with Upper Deck Entertainment or Konami in any official capacity whatsoever.

While the Netrep (.net) website does contain UDE's official rulings, please note that it's simply a mirror of what can be found on UDE's site. In addition, UDE's website has the most up-to-date rulings, and therefore is the best resource to use.

Of course, if you're referring to UDE Netreps (people with the title), which are official in a manner of speaking, that would be Curtis Schultz (who also writes for Metagame on a regular basis) and myself (who also frequents many online forums).
