Hmm, not bad but there are some things I want to point out....

With 3 copies of Royal Decree, Mirage Dragon simply becomes a floater card. I can understand you wanting to lock out the Battle Phase but it doesn't look too safe to me. If you want to go with 3x Decree, I would only keep 1 Mirage Dragon, 2x Decree = 2x Mirage Dragon. Also, since many people are going to try out the decks that T8d at SJC Indy, Decree will be seen in many other decks and their Decree may turn some of your Traps into dead draws.

I would pack in a few more Spells (Rush Recklessly is nice, especially for the Luster Dragons & Kycoos) and maybe some Enemy Controllers since those pick up well against Reapers.

Frog seems a bit out of place since you have Call and Decree in there. Adding some Dekoichi adds a bit more speed to the deck and you have the 3x Reaper controlling the tempo of the game...

You don't need Tsuku. You don't run any flip effects. However, you do run two copies of Rush Recklessly, so why not put in a Horus Lv4?

Also, I would suggest My Body as a Shield because it'll negate Zaborg, Exiled Force, etc. which can still kill Horus even though Lv.8 and Decree are out.

Reguardless of what many think, Tsukuyomi is NOT only for flip-abuse, plus i DO have 2 flip effects in the deck, so she stays for now.
