WEll. for the dragon deck- Pick one dragon and center the deck around that one. With all three of those dragons in there you leave yourself at a disadvantage.
I am not a fan of the E or D heroes, so I can't even begin to comment on that one.
Just to let you know, you can't summon Horus LVL8 with Level Modulation without special summoning it with Horus LVL6 first. From the offical website:
LEVEL MODULATION
An “LV” monster that normally cannot be Special Summoned except by the method in its text CANNOT be Special Summoned from the Graveyard with “Level Modulation” unless it has been previously Special Summoned by the correct procedure. The “ignore the Summoning conditions” text allows for these monsters to be Special Summoned only after they have been properly Summoned by their own effect. This applies to “Horus the Black Flame Dragon LV8”, “Armed Dragon LV7”, “Silent Swordsman LV7”, “Silent Magician LV8”, and “Winged Kuriboh LV10”.
You cannot activate “Level Modulation” if the opponent has 1 or less card in their Deck, or if you have “Protector of the Sanctuary” on the field.
Even Continuous Effects on the Special Summoned Monster, like “Horus the Black Flame Dragon LV6”, are not applied during the turn this card is used to Special Summon that monster.
If the monster Special Summoned by this card’s effect is flipped face-down, then the restrictions of “Level Modulation” are no longer applied. If you flip it face-up again, it can attack and its effects are applied.

OK, ditch Horus lv8, because the dude is right, you can't use him without lv6. I suggest you replace Horus with Armed Dragon lv10 if you can get him. The warrior Deck is nice, though.
soIseenow has provided a great Dragon deck. The cards shouldn't be all that hard to get, considering most of them are commons of come in structure decks. Though I'm not a fan of E or D Heros, it's best that you stick to either one or the other. E-Heros rely on Fusion, D-Heros... go... everywhere... and somehow wins. Until D-Hero Diabolicguy becomes available to us, I don't think D-Heros will be as stable a decktype. But the fact remains that since the strategy for E and D Heros are so different, they should have different Decks dedicated to them. If you have the all the available Fusions for E-Heros, this is a deck you should try.

That's 43 cards I believe. For this deck it's okay, since you're going to be Fusing a lot. Emergency Call will search you any Hero you need. Every monster can fuse for something except for Wroughtweiler and DDWL, so Poly will be a high utility card. Dark Factory, Miracle Fusion, Oversoul, Right Justice, and Wroughtweiler will attempt to compensate for the advantage lost through Fusion by giving you +1's here and there. The real flaw to the EHero deck is the constant loss of advantage caused by fusion (which is necessary). I don't play Heros, but I think it's the most inportant aspect of a Hero build. The only difficult to obtain cards in the build are just the Fusions. And maybe the Nercoman. All the others come in Starter/Structure decks or are common.
I suggrest that you go with either iViE's warrior deck or soIseenow's Dragon Deck. My dragon is kinda like that and it actually works. I just replace the third Spear Dragon with a Twin-Headed Behemoth and Ring of Destruction with a Sakuretsu Armor.
