I have a feeling I just got hosed today in a tournament. Before I go on, lets take a look at the new rules explanation of Perplex and Defend.
Defend (optional): Any friendly character adjacent to this character may use this character's defense value instead of its own.
Perplex (optional): Once during your turn, as a free action, this character may increase or decrease by 1 any combat value (including range) of any character within 10 squares, including itself, until the end of the turn. This chraracter must have a clear line of fire to the target. If the target is damaged or headed during this turn, the effect ends.
The guy I played claims that the defense value of his figures can be Perplexed up and the new defense value will stay throughout my turn of attack. His argument is that in the FAQ it says that Perplex can be used with the transitive properties of Defend.
Now, if you look above, Perplex says:
[b]Once during your turn, as a free action, this character may increase or decrease by 1 any combat value (including range) of any character within 10 squares, including itself, until the end of the turn.
[\b]
What he was doing was keeping his Annihilus, Super Skrull, and LE Elektra next to a R Invisible Girl who was standing on an object, thus giving his figures a solid 19 defense against range attacks.
In his back line he had 6 Con Artists who would sprinkle the cheddar on and Perplex his Invisible Girl's Defense up to a 24. This number is almost Impossible to hit.
The judge allowed it to be done because it was a gray area since there was nothing in the FAQ that said otherwise, but I'm fairly certain this isn't legal. Correct me if I'm wrong but doesn't Perplex still wear off during the turn its used like it did with the old rules? I got hosed here didn't I?

you missed this part of the description. at the end of his turn, it's gone
Also, not that it's that big of a deal, but Invisible Girl should've only shared an 18. Whether or not she's on an object, she should only shared her printed value (not a hindering modifier). Now if the other figures were in hindering or the shot passed through hindering, they wuld get the +1 and it would be 19.
In all other respects of your statement, though, you got wronged. The statement about Perplex being used with the transitive property of Defend refers to being able to Perplex down the defense of your opponent's figure with Defend, which in effect would lower the shared defense of all the adjacent figures by one as well.
I knew it. Lost an LE Abombination. I can't blame the judge really cause there was so much confusion going on I didn't want to waste time bickering about it. Just barely lost though. Still, this blows dogs for quarters.
If Annilihus is hovering within 10 squares of 3 Mystiques and each one perplexes his damage for a total of +3, can I then have him move with a running shot that takes him more than 10 squares away from the Mystiques and still get the +3 damage bonus on his attack?

If you Perplex his damage before you take the Running Shot then the Perplex stays till the end of your turn. Just Perplex before you move out of their range.

Right. This is just the sort of thing people do all the time to increase the damage done by their Nightcrawlers or Flashes.
I hate perplex. I understand that I have just as much of a right to use it as any other player, but I find it cheesy and very Magic: The Gatheringesque.
