Could sombody give me a list or a link just somthing that tells me "ALL" the cards that "target" or specifically designate. Thnx in advance. or even a list of cards that 'dont designate"

Netrep could be of great use to you. They can give you all the rulings on individual cards. Generally speaking, if you choose what happens, then it targets(i.e., Newdoria). If the card itself chooses, then it does not target(i.e., Smashing Ground).

Just reading Upperdeck or Netrep and checking the ruling is good...

USUALLY (not always), if the card says to "Select 1" or "Choose 1" and such then it is usually targeting.

If it merely says something like, "destroy a monster with the highest DEF", that is usually non-targeting since you cannot actually "choose" what to destroy.
