Why does hindering terrain not affect their movement? It doesn't affect their other powers because of X-ray vision. How does X-ray vision help your movement?

First answer: Because the PAC says so.
Second answer: I'm not sure why you're limitting this ability to only representing Supes' X-Ray vision (especially since not all Superman allies actually have it) but here's a shot. The X-Ray vision allows the characters to quickly look through the hindering terrain and make sure they don't get tripped up by branches or anything else where as your standard superhero has to slow down and carefully make his way through it.
In the end, there are inconsistencies throughout when comparing powers and abilities to the real/comic world. It's best not to think of them too much and move on. It's just a game afterall.

Well it's kind of a moot point as all Superman Allies to date fly. Since the only Wildcard team is the Legion and all Legionaires fly as well, there's no characters that could be affected (until they make a Guardian or Gangbuster with Supes ability).
The bigger "how come" in all of this is how do the Legion, Spider-Friends, Doom Flunkies and BPRD guys get all those abilites?

What do you want? This is a forum to discuss how to play the game not some place that people can vent how they think powers or abilities should be represented. You asked "Why does hindering terrain not affect their movement?", I stand by my answer "Because the PAC says so."
We aren't the designers of the game so we can't give you the details about what the thought was of why certain powers or abilities are the way they are. They just are that way and that's the way the game is played.
So please don't tell me I wasn't answering your question or dodging it.

Well thats the truth. Sometimes there is no way to relate comic book powers to how they relate in the game. Most of the time its just so the rules can easily flow. I dont know what else you want to hear. He tried to give you a comic book explanation anyway.
However, the question you asked wasn't about an interpretation of the rules, it was "why is this rule this way?" And the proper answer is in fact, "that's the way it is". You could also ask, why is a roll of doubles knockback? Or a thousand other questions like that.
Although to be far, a bit of distance may be needed. The last thing you want is a bunch od slavering fanboys designing their favourite character.
i.e. Wolverine has a 35 Attack cuz he says in X-Men #273 * "I am the best at what I do". And since he has 3 claws on each hand he does triple damage and flurry because he uses both sets in combat. Oh yeah, he has Impervious and Regeneration at the same time because he has an adamantium skeleton and healing factor
