Toll works on the monsters, so if there is a monster without an effect on the field, then the controller does not have to pay to attack with that monster.
I'm not being rude fellas, but here is the card text (R.O.N.I.N.):
Toll
Continuous Spell
Each player must pay 500 Life Points to declare an attack.
The player must pay 500 life points in order to attack (with one monster). This could be another one of UDE/KoJ's weird rulings, but it clearly states that a player is being effected, not the monster, right?
Well, the FAQs state that the player is unaffected by toll, gravekeeper's servant, etc. if they attack with Silent Swordsman LV5. Non spellcasting area creates a similar situation. So a player would only have to play if they attacked with effect monsters.
I know that it does not sound quite logical, but that is the way it is played.
I had doubts about my last post, but I still can't believe that R.O.N.I.N. hasn't updated the ruling to state something like this situation (other than that talk about Legendary Fisherman and SS LV5). It's not rewarding anyone that can read, but that isn't anything new...
I think it's a ruling left over from an old card text. Most likely, Toll had text that specified the monster instead of the player. Reminds me of the old debates about Swords of Revealing Light and Spell-Immune monsters.
I can't think of any card that's required to remain face up that affects just the player and not the monster(s).
A good rule of thumb is bank on that I've found useful is that cards like Toll and Gravekeeper's Servant (things that are required to remain face up on the field when they resolve) are effects that affect only monsters.
