So this is my new take on monarchs. It uses the one of the new warriors from the Yu-gi-oh World Championship 2007 game to summon the monarchs and create a fairly good advantage. Spell Striker is a great way to pull of the monarchs and this deck proves it.

Play Reinforcement
Remove it from the Grave to Special Summon Spell Striker
Tribute it for Jinzo or a Monarch
So far this has worked well for me going 4-0 against a rival monarch deck. I know is looks a little odd but it is good. R/F if you have any comments.
I wasn't sure about the second Monger anyway. Reaper is a must in a Monarch deck and has done very well as usual. As for the Dashers I want to keep my tributes to a minimum. 2 Dasher would be kinda over kill. Especially since I have 2 ROTA to seach already and if I did summon a monarch by his ability I don't get the effect. So Dasher is kinda pointless in here.
I'd drop the 4 Hero line up. Run Troopers instead, they'll drop the spells to the graveyard just as fast. That said, you can also drop 1 Mobius for 2 Exiled Force. That can also be searched with RotA.
So with spells, I'd cut both Returning Alive and one Army. Remove the Smashing as well, singles it's just bleh. Book of Moon, Nobleman of Crossout, and Confiscation offer much more control and are still spells to discard. Confiscation is an instant graveyard spell in 98% of situations.
Traps, I'm not a fan of Rugs main decked. I also prefered Ruins or Saks, but if they're working for your Meta do it.
Appearently you missed the point of ROTA and Return. With ROTA I can search Spell Striker, Remove ROTA summon it and tribute all in one turn. With Return I get it from the grave and do the same thing.
I don't really like Card Trooper. I think it is stupid to run it in a Monarch deck. There is no real reason to drop cards to the graveyard. Card Trooper is over rated. I have played with it and it is only useful in a few decks (i.e. Diamond Dude Turbo and Return) Treeborn is about the only thing that I would need to drop but I can search it or draw it fairly fast between Disk Commander and Sangan. So Card Trooper is a deffinate no in this deck.
Confiscation is another card that irritates me. I think it is a kinda dumb card. I know most people think that I am speaking blaspheme by saying that. But think about it, ITS A 1-1, IT COSTS 1000 LP, AND ALL IT DOES IS GET RID OF ONE CARD FROM THE HAND. The last part isn't bad but the rest makes it kinda dumb. Unless you run Megamorph the -1000 sucks. Looking at the hand and discarding one card is cool but I will just drop one card through Thestalos. I don't really need to see what they have in thier hand.
Rugs mained deck is really good in my Meta. Everyone runs Monarchs for the most part. So I just main deck them or Bottomless Trap Hole.
Ok comparing Brain Control to Confiscation is like comparing apples to oranges. Although they are still fruit they are vastly different. Like these 2 cards. Both cost LP, both are 1-1, but one is from the hand and the other from the field. At least with Brain Control you know what you have to choose from before you even activate the card. Confiscation you must pay you 1000 first and then hope that they have something worth discarding. In a top deck situation Confiscation sucks while Brain Control can easily win you a duel under the right conditions. Under certain conditions Conficastion is great. But if my opponents has Zaborg and Cyber Dragon on the field and one card in their hand and and I have to Monarchs in my hand and a Confiscation mmmm... guess who loses that duel?
Plus Brain Control is basically a center piece of any Monarch deck. Confi isn't. Is Confiscation gonna summon my Thestalos, Mobius, Raiza or Jinzo? NO! And that is the point of a Monarch deck, to gain control through your Monarchs. Your other cards can help but I have never liked paying Lp much and personally I don't enjoy paying the 800 for Brain Control either but it is a evil that makes the deck work.
My only recommendation towards this deck is to drop the Fear Mongers and Disk Commander for 3 Wildhearts and I'll explain why.
For Disk Commander, you got really only 4 targets to use Commander's ability: the two fear mongers (Which you got to be lucky that they get destroyed properly), Premature and Call...so that's 4 cards out of 40. Not good odds in my opinion. As for Fear Monger, it's only target is Disk Commander and if you don't have it, it's dead weight.
Wildhearts are better for several reasons...it's searchable, reusable, has fair ATK/DEF stats and your opponent can't Saku, Torrential, Mirror, Ring, Bottomless, etc. You get the idea. Only spells and monsters can kill it and limiting their counterattack options is always the best.

Kaiser: I know what you are saying. I have taken them out in my real deck but I just have not updated the list below. I like Wildheart and gave it thought. But it isn't in the new form of the deck. Check it out below.
