Absolutely sickening. This'll put a considerable dent in the current metagame. While Monarchs rule this deck goes a bit farther and just breaks the rules.

Raaaaaape... Norleras with a Sangan in the fray? Lights out, sucka.
Deck fully supports Norleras without giving much up. Can play out
like most Monarch control decks, maintaing board presence and then
blowing the opponent away with Brain Control in to a Zaborg. The
deck even has combat advantage over Monarch mirrors with a bigger
guy. Ha Des is pretty good at his job; he's been around for quite
a while. This deck can get as far behind as it wants and instantly go +1.
Talk about disgusting.
This deck is still in the developmental and testing stages. The Aswan
Apparition/Drop Off combo might be a little too cute here, and may be
replaced by Dust Shoots and some dude.
If you need any kind of explanations for card choices, or even better, know something that I should be playing let me know.

Since Zaborg is a Thunder monster and not a Fairy, you should move him over to your utility monsters section.
I agree with Monkeychild, you should definitely use Trap Dustshoots now, since the odds are high they will get restricted very soon, it's best to get your kicks in now. Morphing Jar as well is an awesome card, in my opinion, almost any card that has in it's text "Draw five cards" and doesn't include "you then lose the game" is a pretty darn good card.
I'd switch out a few things and give Giant Germ a try if I were you. That would probably help speed up the deck a little bit, as well as defending your self and thinning out the deck, it gets more Dark Fiends in the Graveyard faster.
I'm not sure if Pot of Avarice is a good choice in here, you might want to consider switching it out for something, I'm not sure what though.
That's about all I've got for your deck, it looks very good, I'll give you an 8.5/10 for a very strong Sky Scourge Norleras deck. Would you take a look at my Wrath of Neos deck for me?
Thanks for all responses up to this point. I have learned several things... such as Zaborg being a Thunder monster. I guess I should have used netrep a little more rather than trying to use the thing in my head.
@ Gemini: Yeah, I'm getting the feeling the Apparition combo is a bit too cute and hard to set up. I'm going to drop it for a Mask of Darkness. Since Zaborg is not a Fairy (his effect does seem a bit over powered for that sort of life style), I'm going to be hard pressed to drop Shining Angel from the deck. In fact I may add another, or perhaps a Skelengel. I'll think about it and make the edits.
@ MC3000: Dustshoot will more than likely end up in the Drop Off slot. Morphing Jar is a very distinct possibility, but I might put a Skelengel in that slot. Jar could definitely speed up the deck, but at the same time put a card that foils this decks game plan in to my opponents hand.
@ Yami_Chasi: Thanks for the heads up... Dustshoot is pretty strong, but an impending ban or limitation isn't a very good reason to play it. It is possibly the worst top deck after blowing up the world. Germs could be interesting, but I'd rather not use guys that die to just about everything and whose effect are pretty much negligible. I think I'd rather stick with Shining/Tomato for field presence. If Dust Shoot is the worst topdeck then Avarice is one of the best. I don't see how it can't be played in here, especially with 23 guys. I'll definitely give your deck the once over.
Do you all think that Banisher of the Radiance will essentially screw me? I am starting to think it may be possible to play it in here with out completely killing the idea behind the deck, because how often do multiple guys hit the yard at the same time? And Banisher will usually be the first to go anyway. Input on this idea is welcomed and in fact encouraged.

I concur with this statement. As of late, the benefits of PoA have been effective restricted to decks tha require monsters in the graveyard or DDT. I don't think it will be effective here. Even though Aswan apparition is decent, I'd may consider to add on Don Zaloog. Being that manna will splash A DW monster in the sideboard, its risky, but you can effectly imploy him to get the two card mill or to get the hand (especially if you want to rape the monarchs)
I think the germs are best for the side board. I don't think that they can merit too much worth right away. My best advice, playtest and see.
