again cobra is suggesting cards that require other s cards to be good
as for your deck, i like it, i actually run armed dragons too.
horns aren't great
and cybers are needed
maybe take out NOE and 1 book
for like level-up or modulations ( but it gives too much draw power)
i really like super rejuvenation for armed dragons
and again, cobra is being dumb
there's no such thing as too much draw power. DDT, Magical Explosion, Zombies, and PC usually go through half their deck before winning. Heck most of the time Magical Explosion goes through the whole thing. Im not saying run a deck full of draw cards and deck out but if you play your draw/SS engines smart you dont need to worry about being decked.

Why use super rejuvenation? It does nothinig for this deck
My friend runs an Armed Dragon deck (a good one too), so I know how one should run. First of all:
-2 Book of Moon
-1 Cyberdark Horn
-1 Nobleman of Extermination
-2 Foolish Burial
+2 Enemy Controller
+1 Snipe Hunter
+1 The Transmigration Prophecy (trust me, this is going to be huge in the new format)
+2 Dust Tornado
I switched the Book of Moons for Enemy Controllers becasue the Controllers are the just more versatile. You're not packing any monsters when it would be fun to flip face down, so it makes more sense to pick Controller.
I think that Snipe Hunter has mor utility than Cyberdark Horn, so that's why I made that choice.
Nobleman of Extermination is to slow a card for this deck IMO. I also didn't see the reason for your 2 Foolish Burials, so I removed them. In their place, I put a copy of the Transmigration Prophecy & 2 Dust Tornado. The Tranmigration Prophecy is pretty much going to be able to screw over most competitive decks (DDT, DARK Armed Dragon, anything that relies on the graveyard). Also, it allows you to put key pieces back in your dck, like Armed Dragon's LV 5 & 7.
The Dust Tornadoes are just more spell/trap destruction, becasue you must have been having trouble with them if you were running NOE.
Lv 10 doesnt suck lol and besides the benefits of his awsomeness oughtweigh the losses of his imediate inplayability. If hes constantly bringing out lv 7 then addind lv 10 would be kinda smart dontcha' think?
most people would agree that lv 10 is a good card, but what makes him unplayable is that u need to jump through at least two monsters, and he doesn't have a level-up effect so u have to have him in your hand with lv 7 on the field...
just because u day that the benefits out weigh the doubt doesn't mean youre right!

he can't be played from the deck
you have to have a lv5 survived and level upped and lv7 face up on the field
you can not use level up on lv7 for him
with book of moon at 2 he might not use his effect

to do what you said and add 3 vortexes would take up 3 extra card slots which could be used for something else
sorry to interupt this little clash, but i must say that neither blue eyes or lvl 10 suck.
blue eyes is now more versitile he can be used for fodder for trade in for extra draw, brought back with swing of memories or birthright, protected from spells with nonspellcasting area, or defended with justi break. he has been an overlooked card for sometime. he used to dominated the early tournies when the game first started. he is still a good card to use.
level 10 is also a good card to use. though i would run more than 1. it lets u draw him faster. he isn't really hard to get out. if ur running ur armed dragons right u should constantly have level 7 out quickly. when i ran my armed dragon deck he was always out on my field quickly (usually by turn 2 or 3 if i didn't use level up) and his effect is awsome. don't know why some people here r knockin it, especially now that most of the top decks leave thier monsters face up on the field.
cyber darks r good too if u know how to run them. not to mention they would make u able to get out dark armed dragon.
those r my thoughts, but hey i think outside the box on my decks. it really throws net deckers for a loop when u don't play the normal decks.
just remember with ur armed dragon deck ur speed and destructive power is what will win u ur game. so the sooner u can destroy ur opponent's monsters and neutralize thier back field victory should be ur unless they pull a miracle out of thier butt.
