Weeellll...You gotta look at your chances, With Inferno you don't have to depend on a lot of luck like you would with Double Rate, For Inferno you also get to do extra damage to a Vehicle and along with that, When you hit mechs, You do heat to them which is always good, Especially if the mech is swarmed by your tiny little infantry, If you make it shut down, You can do more damage, Double rate is all about luck.
Another thing I might recommend is the Artemis IV Fire Control System.

The one downside of Artemis IV is that it can be destroyed if your mech is damaged.
Anyways, I am guessing you are playing with a Hellion so I would take infernos since double rate doesnt do a significant amount of damage if you are using a Hellion.
What mech do you have in mind? Sounds like either a Hellion or one of the Rokus.
Either way, I'd prefer Inferno since its a little more versatile. It can be used with an assault order and you don't have to make a second roll. Against mechs, that extra click of heat can be KILLER. The only real disadvantage to Inferno is that it doesn't do anything to infantry...
Which leads me ask...
Have you considered Anti-Personnel? With the multi-target Hellions (HD ad HS) I find An-P is much more useful with the added bonus of being cheaper.
The Rokus and Hellions excel at "Assault Sniping"... Basically, getting a shot off from 18-20" away when the threat of retaliation is low. Inferno lets you lower the threat of retaliation from enemy mechs by warming them up. An-P lets you mow down infantry formations from outside their range.
Double-Rate is best used in a more defensive way. Since you can't use it with an assault order, it is best to let your opponent come to you first. This isn't ideal for the fragile light mechs! It also makes more sense to use it on units with higher damage values, like Blades or Katana's Nyx.
