They're excellent units, but I'm not sure I'd say they're the best unit in the game. Actually, I'm not sure I'd say _anything_ is the overall best unit in the game. I'll say there are units that are the best for certain tasks, but, for instance, comparing the Highlander Sniper Teams to, say, 'Mechs, is generally a bit of a silly exercise. Kind of like comparing apples to car tires, because they can both roll.
The Highlander Sniper Team is an excellent infantry unit, particularly in formations. One of my favorites, in fact.
That said, it does have a few drawbacks. The cost is rather high for an infantry piece: 3 snipers cost 72 points. That's a significant chunk of change for a group of infantry with a 16 defense! They're also slow. Which means you're either wasting their infiltrate, because you need to put them in a transport, or they're just sitting in one position, guarding an area, but not actively threatening units, since they're too slow to catch up to opposing units without a transport.
They're also vulnerable to Subzero Temperature and Caustic Atmosphere.
They're great for infantry-drop. Among the best, in fact. But they're terrible for harassing, for example. For those, ATVs and Sylphs are vastly superior. So, while I consider it a top-tier unit, I wouldn't call it the "Best Unit in the game".
Actually I didn't think too highly of the BR Peasant over the HiL variant, particularly after Liao faction powers came out and made the Green rank a liability. Essentially, one more effective click of life and a better rank is worth 1 more point in many cases. That being said, the BR variant is the cheapest, so if you just need base control and don't care about anything else at all then it's the one to take. So neither of the two can claim "best unit ever made". Tora's Unruly Mob ties with the BR Peasants for lowest clicks/point ratio ever, doesn't have SU on its Infiltrate, and gets up to 2 damage 7 attack! None of these three units can be said to be the best ever because the use of a unit is always situational; they may be the best meat shield units but how does that compare to the best heavy hitters? The best harassers? The best nutcrackers?
I don't really like the HiL Sniper Teams. The TGRs are cheaper and more accurate on their starting click. They don't pay for Infiltrate SE or movement or AP or Evade etc. Yes, the HiL Sniper Teams are a powerful and versatile unit that is very good and I am in no way knocking them, but because they're so versatile--and pay for the privliege of being so--I don't find them quite as useful as minimaxed role-specific units like the TGR.
Yes the Sniper Team is expensive to use in formations, but my favourite tactic is to
use two Snipers on each flank. You infiltrate them twelve inches, move another six
and push the unit by firing on the nearest enemy unit. By pushing you gain evade and improved targeting. This allows me to often get the first shot in, scoring a small psychological advantage. And as they are only 24 pts each I really don't mind if they get destroyed.
