I plan on building a strong and solid Necropolis army and wanted some pointers on building a 300 point army. Also is the Unique Necropolis Judge worth getting? I have an opprotunity on getting one, and finally are there any Necro Tanks or titans? Any help would greatly be appreciated.
I am not a big fan of the NEcro Judge simply because Magic Freeze isn't a great ability, but there are rumors of rule changes that might change that. To answer your other question, there are not any necro titans, dragons, or chariots, though there are rumors of both a dragon and a chariot that I have heard of though I doubt we will see anything anytime soon. Hope this helps.
I believe that Necropolis has two of the best mounted figures available, the Reapers.
Nightmare Reapers are fast and efficient. Fell Reapers (especially the *** one), can be devastating. Only thing is that they are a little bit glassjawed.
And Corrupted Priests are excellent. I like to pair my C.P. ** with two Fell Reapers ***. They can turn off Flight and thus move in formation at the beggining of the game, and all three get 17 Defense thanks to C.P.
the *** Fell Banshee could help you harass and attack multiple figures.
Seething Knights (any variant) are solid melee figures of the sect.
Zombies, weak ones are best and tough ones are good in conquest. Darkwing Zombies are a much faster variant of the zombie theme with their speed of 8 and flight.. could help them live longer.
the NS sect has the cheapest chargers... the Zombie Hounds.
Nightstalkers are very nice assassins, even they are glassjawed. high attack ratings with 10" range and WM are always helpful.
Zombie Baron... his LI and ML would give you a lot of possibilities and you could ressurect him in full.
Graverobber's either use the * or the *** ones (for their 2nd click of necro).
Nightfiends... ** ones are better... 50 points, constant damage to flank your opponent.
Use necromancy wisely, even in a fun game... wrong use of the SA would waste you actions and/or more points, don't use it as a crutch.
other uniques that could be of interest to you...
Order of Vladd and Order of Uhlrik
and the Uhlrik Charger.
the Necropolis Judge, is a subpar tournament piece (as of now, until we see changes to the rules.), well he's a decent unique anyway... he could target two figs for a click each, when pushed... eat away with vampirism to heal himself back to MF (can't remember the stats).

NS and magespawn figures go together nicely, mostly * skeletons.
The only thing that i like with the Judge is his Vampirism position. You can bring him back to full health just by attacking ang doing damage. It is placed after a click on his life. I just hope that MF gets revised and we could expect to see this fig in a normal tourney.
Sorry, there are no Necropolis Tanks, Chariots, Dragons, or Titans. Hopefully someday soon...
As for 300 pointers, the Necropolis Sect, in general, is a pretty tough faction to make a competitive army with. Especially if you are only using Necropolis pieces. Here are some suggestions:
If you like Range, the Necropolis Sect will fall a little short. The longest range figure in the Necropolis Sect is Therenody, a Conquest LE, with a 12" range. He can be hard to get though. ***Nightstalkers are the most common ranged figures in the NS. They have a 10" range, 12 attack, and Stealth. They also have Weapon Mastery to protect themselves.
For Bound, there isn't much. The Nightmare Banshee has Bound and Shockwave, which is an interesting combination. But the figure is expensive and fragile.
For Charge, Nightmare Reapers are available, but again, they are expensive and somewhat weak. For 40 to 42 points, you get a single click of Toughness and 3 Damage. I much prefer the Zombie Hounds for Charging duties. They are only 19 to 22 points, and can hit for 2 clicks of damage. They also make great harrassers, and can be brought back at full strength with Necromancy.
Nightwitches are an excellent source of vitamin LI. They team up well with Zombie Hounds as a good starting point for your Necromantic Hordes. Detonating Zombies are also a lot of fun. They have good attack and damage, as well as some toughness to keep them alive long enough to get the job done.
In the harrassment department, Zombie Hounds work fairly well as disposable troops with some speed. However, the ***Fell Reaper is one of the best harrassers in the game. Speed, Toughness, Flight, on a mounted figure make this beast a pain in the neck for your opponents. It's pricey though, so don't use it as a "throwaway" figure.
For Uniques, the Zombie Baron is easily the best Necropolis figure. Limited Invisibility, Necromancy, and Magic Levitation are a great combination, especially when used with Detonating Zombies. And if he dies, you can bring him back at full strength. Next, I would rate the Order of Vladd. Flight, Vampirism, Command, and even a bit of Magic Immunity make him an excellent figure. It takes a lot of practice to play him well though. Uhlrik Charger is fairly decent as well, though he is quite expensive.
