If your figure has multiple targets (several arrows) and MB, does that mean each target selected can be effected by MB? Is the answer also applicable to Magic Healing?

No, neither work on multiple targets, though I believe that you should still get the LOS benefits from MB regardless of the damage. While I don't believe the last part of what I just said is in the rule, it should be!

You can only Magic Blast one figure at a time. If you use more than one arrow, each figure hit will only receive one damage, just like non-MB figs. Now, Magic Healing is another story. You can use multiple arrows while Magic Healing.

Edit: I should probably mention, when magic healing, you have to roll a seperate die for each figure healed to determine how many clicks they are healed.

Maybe if MB worked like MH with multiple arrows, then the Revenant Drac would see more unlimited play? Nah...
But do any of the current crop of Uber-figures (AD, Bakus, etc) have multi-arrow MB? Why not give 'em some additional competition and change MB to allow multiple targets like MH? Dwarven MI would increase in value!!!

How about multiple targets of Magic Freeze and/or magic confusion, is it allowed? e.g. Regal drac. I was made to understand that only flame/lightning (and now magic healing) is can be used in ultiple targets.

magic freeze can hit multiple targets for 1 damage and 1 token each, if you couldn't freeze multiple guys, the PID would be even more useless (if possible)

magic confusion i believe can't target multiple figures, because it says "target figure", meaning one, but i could be wrong, i don't play with MC very often, btw is there a fig with 2 arrows and MC?

wouldnt a multi arrow guy with MB be able to use MB because in the rule book it says that the damage becomes 1, so wouldnt you be able to use it to ignore terrain?

Both Magic Blast and Magic Confusion require you to choose one target figure, so neither can be used when targeting more than one figure. If you want to use the multi-arrow targeting you have to turn the SA off.
