Consider all of this to be assuming "Under the new rules"...
If a grounded figure is base to base with a hovering figure, the hovering figure can use abilities like RCE (basically make Ranged Combat Attacks) against the grounded figure.
Now, can the grounded (and based) figure attack the flier with Range Attacks?
Or does he have to treat his attacks like Close Combat attacks?
Reason I ask is for situations like the following...
Cyclops gets based by Firelord. Can Cyclops user Range Combat Attacks, and thus RCE, against Firelord?
Despro is based by Thor. Can Despro us make Ranged attacks, and thus Psychic Blast, against Thor?
Appriciate any clarification and discussion, thanks!

Hovering: Hovering characters can attack or be attacked using ranged combat, even if the hovering character occupies a square adjacent to the attacker.
this came up in a big game once, and my "Cable" (E White Queen base) was b2b with SoD Supes on his second to last click. I thought I was done, no SS, but Psychic Blast (or maybe I had SS, i don't remember) and i thought i remembered that. i looked it up, took a shot and hit. Told him to take two. He said no i have Toughness. then i said Psychic Blast and he said i'm based. I showed him the rule book.
