Alright, I came across this question, and, from what I can tell in the rulebook, I don't think that I can, but I'm not quite sure.

If I have New Brotherhood in my hand, can I play it as a normal plot twist from my hand? If I do, does it go straight to my graveyard, or does it stay in play?

The rulebook seemed a little sketchy on this, and insight would be appreciated.

It goes straight to the KO pile. Any effect before the word Ongoing will go on the chain. All text after Ongoing only works while in play i.e. the resource row.
