So I bought 4 booster packs yesterday and thought it was awesome that youre (apparently) always getting a foil in each booster. What I did find odd though was if the foil was a rare then the other 13 cards were UC/C. If the foil was a UC/C though you still got a rare in the pack. Is this how it is supposed to be?

Yup. 1 rare per pack, whether it is a foil or not.

Back in MOR 1st edition you often got a foil and non-foil rare, but they fixed that "mistake". :(
