When you mean cash rares, do you mean stuff like Savage Beatdowns. Have a Blast!, Feral Rages, Bamf!, and all that other stuff?
If thats what you mean, than yes, its possible. I'm in the same situation as you, where I just play for fun. Problem is, our only tournies here are draft, so I can't exactly be spending 50$s on Savage Beats. It also depends on what exactly your building. I've built a burn Brotherhood that has only one Feral Rage, and even that could be replaced for a 4th Sauron. I have a Savage Beatdown lying around that I don't use, and you could replace it with Flying Kick/Mega-Blast.
If this game turns into another Yu-Gi-Oh situation, where those with the cash win, then you won't be seeing as many players playing this game anymore.
yes it is very possible and i like this game a lot because most commons and uncommons see a lot of use unlike other games where the commons/uncommons are trash in boxes that gather dust day after day.
it's like l5r or legend of the five rings, see - cash doesn't mean you win.
My favorite deck was an all common Gotham Knights deck. If you use uncommons, it is very competative in a casual environment (if that isn't too much of a contradiction).
I have 3 decks
1) Mutant Nation, Rares(2 Jean G.(8), 4 Berseker Rager(Starter Rare), 2 Rouge, 2 Cerebro)
2) GK/Teen Titan Rares(2 Heroic Sacrifice, 1 Dona Troy)
3) F4, will all the rares with out Its Clobberin' time( but it taked me like 3 month trading card to get all the Signal Flare, Cosmic Radiation.. etc... and still looking for 1 Thing Heavy Hittler)
I have a thread in the Deck Construction forum called "Look Ma! No Rares" - Budget Deck Ideas. Several people have posted some budget decks that look like fun.
My view is this: Yes, it's possible. Budget decks are at a disadvantage when going against some decks that have multiple hard-to-find rares. However, the vast majority of people don't play in high-end tournaments and many play only semi-casual local ones.
I play a Curve Sentinel deck that, while it does have over 10 rares, I put together fairly cheap from purchases on e-bay. I think I averages a little under $1 per rare card in my deck (Bastion, Trask, Tri-Sentinel, etc).
Depending on your deck, there are lots of alternatives to the money-rares. In my deck, for example, I play a lot of support row characters. Instead of Savage Beatdown, I play Mega-blast (a common). I get +4 instead of +5, which is close.
The majority of teams can be played with at least a moderate level of capability in at least one fashion with no rares or a small investment. Both teams from the Web of Spiderman set in particular are good in this regard. While it hard be hard to compare them to some of the most rare-intensive setups such as Common Enemy, The Brave & The Bold, or Big Brotherhood, if you know what you're doing, even against them you can stand a pretty decent chance. Fish stores for their cheap commons and uncommons, and you may come with an entirely new deck.
League of Assassins was the deck I put together when I wasn't sure that I wanted to drop money on this game. They are actually quite good and only require about 8 rares, and can actually get by with less. In fact, you can build a really good LoA deck with just 4 Tower of Babal and 1 Ra's The Demon's Head.
X-Men used to be cheap to get into, but I think the push they recieved from MSM boosted the cost of the 2 must have rares (Cerebro and Children of the Atom) to the point that they aren't really "cheap" anymore. Bamf!, while a nice luxury, is just that, a luxury, and not needed to play X-Men competetively.
Sentinels, as has been suggested twice, are easy to play and relatively cheap. Longshot is a pain in the tookus to trade for though, so beware :)
