ezekiel game text question

Since you all were so helpful with my last question heres another one.

Ezekiels game text says: "When Ezekiel comes into play, draw a card for each SF character you control."

Does Ezekiel count as being under your control when hes coming into play? Do you get to draw a card for him along with the other SF characters?
