I have a very stupid question about the ruling of plot twists cards. OK say on turn five you have like three 4 casting cost and four 2 casting cost you should be able to play them all in the same turn as long as they don't contradict any other card in play right. Me and a friend I play with can't decide on the rule it is not clear to us or we are just not reading the right rule or something.

That is correct. Both Plot Twists and Location have threshold costs. That means that you just need to have that many resources in play. You don't actually 'spend' resource points for these effects, so as long as you have 4 resources, you would be able to play all of those cards in the same turn if you desire.
