For the top eight of a sealed PCQ if you have 9 people you cut to 4 and then do the 4 plays with their sealed deck or draft?

I when you cut to top eight you draft but if have less than 9 people and cut to 2 the 2 play with their sealed deck.

I played in a Sealed PCQ with 15 people where we cut to Top 4 and we drafted there. I've never played in a PCQ smaller than that, but I know we drafted with a Top 4.

the top 8, or top 4, are suppossed to draft entirely new decks to use
