Neuron (JLA) reads

Leader: at the start of the combat phase, give all adjacent characters to Neuron.

Whenever a character adjacent to Neuron is stunned, KO that character.

so my question is, since the seccond text is separated on the card much like i have shown in this post, is it a completely different effect from the leader ability or is it "activated" (like Lex luthor, Nefarious Philanthropist) at the start of the combat phase?
the latter would prevent me from being able to move Neuron with an effect after the start of combat to avoid the KO yet still allow the counters to be placed. Im pretty sure i can do this but im not completely sure.
Paragraph breaks indicate separate powers; Neron has two distinct triggered powers. Lex Luthor, NP, of course, has no paragraph break between the card-draw and the plot twist limitation; as the card-draw occurs, Lex is also setting up a restriction on plot twists which will be independent of himself.
As a side-note, movement would still work even if Neron's two powers, as written, weren't separated by a paragraph break. Even if they were one single power, his KOing sentence would have to be worded as something like "whenever those characters become stunned..." for it to lock in which characters were being referred to.
Since it's on the table, I have a Neron-related question I'll just stick on here...
If I have Neron on the table at the start of the combat phase, then give everyone adjacent to him a +1/+1 counter as directed, let's say at the soonest instant I have priority I use a card -- say, House of El -- to move Neron. My question is, when moving a character in play, is it legal to deliberately place him in a non-adjacent position?
I honestly haven't ever had to wonder about leaving gaps in formations until now. Of course, this would insure that no one suffers from the drawback of his benefit, but can I do this, or is there really no way to cheat the devil?
There are an infinite number of available columns in both rows, so you aren't limited to clumping your characters together.
that leaves a number of things UDE can use for card content.
I'm thinking about teams whose themes are to be as DIS-FORMATED as possible. just a thought
