Looks intersting but, I'm not sure how well it will work. It looks like it will be semi-smooth, but that is a guess, and some playtesting on your part will help alot.

Since the Threat Neutralizeds are unsearchable, I would make room for a Dr. Fate's Tower and a Cloak of Nabu. You can Ahmed for the Tower and net the Cloak for free. You want as many options for saving your Kings as possible.

Just a thought, but if you're planning on moving characters in and out of the hidden area, Knight Armor is probably not a good idea. It's going to get ko'd the minute you move the equiped character to the hidden area.

Also, since hand size isn't really that important I'd probably switch out Soul World for Slaughter Swamp. You really don't want to be taking the endurance loss that Soul World brings.

How about adding some recovery effects too? That's a real nasty trick in a deck running Shinobi Shaw, especially if you have Shaw Industries on the board. I would also include 1 copy of The Hellfire Club incase you're opponents pull one of your characters out of the hidden area (ala No Man Escapes the Manhunters).

It looks like you're trying to get some extra draws out of Sage too, but I'm not sure how much extra help she is really going to be. You may want to try Friedrich Von Roehm instead...He pushes through some extra endurance early on, especially on even inits. Try out Christopher Smith too. He's a pretty good option when Ahmed just isn't a safe play.
I'd also run a copy of Sasha on 7. You can still play Emma on 7 if you'd like, but she's kind of crappy. I had just mentioned before about Knight Armor and I know you're probably looking for the defense pump, but why not try Laser Watch instead since you'll be able to draw an extra card from it and you won't have to KO it as you move characters.

id increase the count for madelyne pryor over alan scott since if you miss her and sage/ friedrich, you wont be teaming up until turn 5 when shinobi sees play, which is problematic. i dont think secondary 3 drops other than ahmed are necessary in the deck, since you'd really almost never play anything else on 3, esp considering that most of the good ahmed-hate is missing in this format- fatality/terrax/deadshot/anarchy/terra etc. a cloak of nabu+threat+huntress should be more than enough to keep ahmed safe.

i quite like a copy of Annihilation protocol in the deck- it gives an ahmed-searchable 5/7 drop and is something to recur with brother eye. i dont think the second copy of emma is really necessary.

EDIT: And in the time it took me to type this between tasks at work, Pseudophonic comes on and tells her almost the exact same thing as me about her character selection. I must admit that I am surprised that he didn't automatically include the fate equipment though.

what hate for the kings are there that queen cant stop?

I dont like fredrich since he is only good for maybe 2 or 3 turns at most. Laser Watch is an offensive trick, and it nets me +2 atk that is all, not a card since you replace the watch with another card, I dont need +2 atk. Im not trying anything with sage, just getting the most effecient Hellfire Club Character at 2 to be more efficient in the deck, plus what if I cant recruit ahmed? thats why i have the extra characters for Join the Club and Loyalty reveal problems. Christopher smith is meh at best. This is a deck that likes to brick wall to 7 and own with a whole board. At least what Im trying to do.

Thats why I mulligan for sage/ahmed. With those two (and 8 search cards plus sage's drawing) I should be able to do fine. Mastermind is there for sage, and I took out the brother eye, this deck is defensive, not offensive.

I think there will be too much equipment hate, plus i dont like saving 10 spots for fate equipment unless it can hold on its own. This deck can't dump its whole hand and hope for the best.

Is this intended to be a fun deck?
