No, most of it is all this year. The Civil War based set is 2008.

I have this innate fear that Marvel and DC Legends are going to be like Portal in MTG.

A new base set to me sounds more like unlimited (to keep with the MTG theme) but I doubt there will be a ton of reprints so probably not like unlimited. A new base set to me does not sound like something comparable to Portal.

The Civil War "themed" set seems like the place they'd be putting SHEILD, what with Tony ending up in charge of it, etc.

I wonder if that means DC will be getting a 52/Countdown based set? [Infinity Inc., The Ten, Marvel Family, Intergang, etc ...]

GOD if its anything like the Raid deck that shamilton777 had built according to the WOW rules. It's SOOOOoooo broken. He gets initiative first every turn,he had 2 sets of Character cards one legacy and one normal deck + characters, after turn 3 he starts drawing an amount equal to his resource row. You can't hit Legacy Characters until there are no Normal Characters on the board. The Player can't be the target of effects. If this is any way that the Raid Deck is going to be I'm sorry but I will not buy or play it.
