Think about some of the older cards that did not get a lot of game play when first came out because everyone was going with the whole competitive aspect of the game. Now that there is Open Play and the City Championships, that help boost original decks, and fun decks, I believe a lot more of the Legacy cards will be looked at for more game play. I have a couple of thoughts but I would like to know what the comunity thinks!!
On one hand, the first legacy set [i.e. Spider-Man] gave sentinels that card it needed [Mark V] to become dominant.
However, in recent sets, it seems they have been very good at 'targetted' legacy support, giving help to the themes of a team that need help [i.e. the Braniac in Legion that gives the Revenge Squad a Merlyn type character for their ongoing plot twist theme, or the O-Force which plugs a hole in the X-Statix strategy where their opponent may choose not to attack them, etc. In many cases this means the best teams may get little support, or may even just be relegated to being dual affilated on a character that is mostly useful for a different team. With 'less' support for any given team, they've seemed to been able to refine the legacy to target specific holes in a team's theme.
